Summary:
Under the direction of the COO, the Contracts and Grants Manager will be responsible for managing EHC LifeBuilders’
government grants, contracts and cooperative agreements by providing operational analysis, administrative and financial
oversight and coordination of the same. Responsible for implementing and maintaining all government grant and contract
management functions for EHC LifeBuilders. Responsible for pre- and post-award administration of grant funded programs
and contracts. Responsible for coordinating grant and contract management training for program staff. Administratively
responsible for insuring that all programmatic and financial reporting to funding agencies is completed in a timely manner.
Responsible for coordinating quarterly meetings with program staff to review any grant and contract management/compliance issues.
Essential Job Functions:
- Oversees the compilation of client data and assists in producing reports and statistical information as requested and/or required by funders.
- Assists in identifying training needs for program staff in relation to grant and program management.
- Assesses progress reports submitted by agency divisions and service providers and coordinates monitoring and evaluation activities to ensure maximum program impact and success.
- Maintains a monthly register of the agency’s contracts and agreements and their status as it relates to budget expenditures, implementation timelines, performance, and progression in terms of the contract administration process.
- Provides technical assistance to Program Staff and service providers in the monitoring of all grants and contracts.
- Participates in monthly Operations Meeting to provide technical assistance to assist Program Staff in enhancing program coordination and/or to resolve any identified issues.
- Assists in the preparation of contracts, memorandums of agreement and reports, which support the effective administration and implementation of agency programs.
- Monitors the Internet for information on HUD notices, regulations and modifications and grant program information and reporting requirements.
- Maintains appropriate files – manual and automated – pertinent to the effective management of the agency’s grants and contracts.
- Assists with the timely development and submission of quarterly, semi-annual, and annual financial and program progress reports as required by funders and internal managers.

- Excellent written skills and demonstrated ability in developing grammatically correct, clear, and concise reports and correspondence.
- Demonstrated ability in managing multiple projects effectively, meeting critical deadlines, performance standards, and high productivity requirements.
- Demonstrated ability in problem solving and conflict resolution to provide technical assistance in grant and contract development and administration.
- Ability to utilize computer applications necessary to organize and effectively manage work activities related to grants and contracts administration.
Education and Experience:
Bachelors degree in Business Administration, Public Administration or related field from an accredited college or university or a minimum of two (2) years experience in program and/or contract management with a combination of education and training, which provides the requisite knowledge, skills, and abilities for this position. Prior knowledge of HUD SHP regulations and contract management essential.
Work Environment:
Primarily in an office environment; however, may require some limited work on-site in EHC LifeBuilders’ facilities.
